The State Treasury will manage and operate the online payment and information portal for the Covid-19 Vaccine Fund after receiving the official handover from Sovico Group.
On March 22, 2022, at the headquarters of the State Treasury under the Ministry of Finance, Sovico Group officially handed over the online donation portal to the management board of the Covid-19 Vaccine Fund.
Under this arrangement, the State Treasury will operate an interactive technology and direct payment system that allows organizations and individuals – both domestic and international – to conveniently access and transfer donations online to the Covid-19 Vaccine Fund.
Minister of Finance Ho Duc Phoc stated that the establishment and successful operation of the Vaccine Fund at the State Treasury was one of the Ministry of Finance’s most notable achievements in 2021.
Originating from Sovico’s initiative to create an online contribution platform, the Ministry of Information and Communications and the State Treasury collaborated closely with Sovico’s technology team to complete and launch the portal within just one month. Meanwhile, the Ministry of Finance promptly implemented transparent management and monitoring of the fund’s cash flows.
Funds from the Vaccine Fund, combined with the state budget, enabled the Government to carry out a rapid vaccination campaign for tens of millions of citizens – helping Vietnam return to a “new normal.” Today, Vietnam ranks among the top six countries in the world with the highest vaccination coverage rates.

Madam Nguyen Thi Phuong Thao, Chairwoman of Sovico Group, shared that developing the online donation platform was a heartfelt initiative of the corporation – transforming digital transformation ideas into practical applications. It also aimed to spread the spirit of national solidarity, social responsibility, patriotism, and the strong support of international friends during the pandemic.
Building the online contribution portal for the Vaccine Fund and the HoSE Rescue Project were two major initiatives proposed and sponsored by Sovico Group in cooperation with the Ministry of Finance. According to Sovico representatives, the outcomes of these initiatives carry significant meaning in advancing Vietnam’s national digital transformation strategy.

As of 11:00 on March 21, 2022, the total amount received by the Fund (in VND and foreign currency equivalents) reached VND 8.950 trillion (including VND 62.3 billion in bank interest). Total disbursements amounted to VND 7.672 trillion, of which VND 7.667 trillion was used to purchase vaccines and VND 4.6 billion to support vaccine research and trials. The Vaccine Fund recorded 2,562,314 individual donations through various channels.
Organizations and individuals contributing to the Vaccine Fund are honored online on the Fund’s official website and immediately receive a digital Certificate of Donation. Beyond promoting anti-pandemic activities, the portal also ensures daily transparency by publicly reporting financial data and fund utilization.
