On August 15, 2021, the Information Technology Department under the Ministry of Health conducted the acceptance of a software system designed to manage and report epidemic prevention and control activities for localities, along with a testing solution to support provincial Health Departments in epidemic prevention efforts.
“Healthy Vietnam” is a rapidly implemented project that aims to integrate comprehensive management solutions — including health declarations, immigration registration, visa management, quarantine, contact tracing, testing, vaccination, destination check-ins, and travel declarations. The system enables both domestic and international citizens to move conveniently, while also providing the Government, People’s Committees, ministries, and agencies with a centralized platform to manage information related to epidemic control, testing, and vaccination.
The solutions have been swiftly deployed in real-world settings, contributing to better information management and providing practical convenience for citizens. They meet the Ministry of Health’s and Government’s needs for monitoring, analysis, and data synthesis – benefiting businesses, organizations, and the public.

The system was developed based on research and adaptation of advanced models successfully implemented in developed countries, with direct consultation from experts who built TraceTogether, the national contact tracing app for the Singaporean government and citizens.
“Healthy Vietnam” is the result of collaboration between the Information Technology Department (Ministry of Health), the Ministry of Information and Communications, and an experienced team of IT professionals. The platform applies cutting-edge technologies, supporting online participation and interaction for hundreds of millions of users, while facilitating efficient management for government agencies and epidemic control units – significantly reducing both time and medical manpower.

Through pilot implementation, the Testing Module has demonstrated the ability to reduce at least 50% of healthcare workforce requirements, while providing real-time reporting for epidemic prevention agencies. The statistical reporting software was first deployed in Bac Ninh and Bac Giang, and has since proven effective in nearly 20 provinces and cities.
Speaking at the ceremony, Assoc. Prof. Dr. Tran Quy Tuong, Director of the Information Technology Department, stated:
“The project has successfully built a modern and internationally updated IT platform for the health sector – Healthy Vietnam – with high performance and capacity to support up to 100 million concurrent users and high interactivity.
With a forward-looking approach and alignment with technological development trends, this collaboration will make a significant contribution to advancing healthcare IT and accelerating digital transformation in Vietnam’s health sector.”
Recently, Galaxy One also developed the official website for the National Covid-19 Vaccine Fund, available at https://quyvacxincovid19.gov.vn.

At the same event, Sovico Group and the Information Technology Department signed a comprehensive cooperation agreement. Under this partnership, Sovico and the Department of IT under the Ministry of Health will jointly research and develop health information technologies in Vietnam – prioritizing epidemic prevention and control for COVID-19 – as well as collaborate on developing advanced digital solutions for testing, vaccination, and medical examination and treatment for both citizens and management agencies.
