Position Overview:<\/span><\/strong><\/h2>\n

Serve as a key Project Manager responsible for planning, organizing and coordinating, monitoring, and controlling the entire lifecycle of digital transformation, E-Government projects at the Ministry\/Provincial and National levels at Galaxy National Hub. Work closely with the Solutions Architect to ensure that projects are delivered on schedule, within budget, and within the committed technical scope with the Client; while leading internal stakeholders (Product, Dev, Infrastructure, Legal) and external stakeholders (Client, subcontractors, verification consultants) toward the common project objectives.<\/p>\n

Key Responsibilities:<\/span><\/h2>\n

1. Project Planning & Scope Management<\/strong><\/span><\/h3>\n
    \n
  • Develop the overall Project Management Plan, including: WBS (Work Breakdown Structure), schedule plan (Gantt Chart\/MS Project), resource plan, budget plan, and risk control plan.<\/li>\n
  • Analyze and clarify requirements from the RFP\/Bidding Documents, translating them into a detailed Scope of Work (SOW); coordinate with the Solutions Architect to break them down into specific Technical Packages.<\/li>\n
  • Manage Change Requests (CR): control all changes to scope, schedule, and budget impacts; submit for approval in accordance with the project governance process.<\/li>\n
  • Develop and maintain the Project Charter, RACI Matrix, and Communication Plan to ensure that stakeholders clearly understand their roles and responsibilities.<\/li>\n<\/ul>\n

    2. Cross-Functional Coordination & Subcontractor Management<\/strong><\/span><\/h3>\n
      \n
    • Lead regular project meetings (Daily\/Weekly Stand-up, Sprint Review, Milestone Review) with internal teams (Product, Dev\/R&D, Infrastructure\/Cloud, Information Security, Procurement Legal) and the Client.<\/li>\n
    • Manage contracts and oversee the quality of deliverables from subcontractors, infrastructure providers, and integration consultants; ensure SLA and acceptance standards in accordance with the contracts.<\/li>\n
    • Coordinate the integration of the Group ecosystem modules (Fintech\/Digital Payments, Telecommunications, Data Platform, Loyalty) into the overall project architecture according to the Solutions Architect’s design.<\/li>\n
    • Manage interfaces (Interface Management) between the Group’s systems and Government platforms.<\/li>\n<\/ul>\n

      3. Schedule, Budget & Quality Control<\/strong><\/span><\/h3>\n
        \n
      • Monitor and report project progress using the Earned Value Management (EVM) methodology; periodically update the project status dashboard (RAG Status: Red\/Amber\/Green) for Management and the Client.<\/li>\n
      • Control actual costs against the approved budget (Budget vs. Actual); provide early warnings and propose corrective actions when there is a risk of exceeding the budget.<\/li>\n
      • Organize Integration Testing, UAT (User Acceptance Test), and acceptance of each deliverable\/item; coordinate with the QA team to ensure that the product meets the technical standards committed in the bidding documents.<\/li>\n
      • Prepare the Project Closure Report (Lessons Learned, Project Closure Report) and hand over complete documentation to the Client and the Operations Department.<\/li>\n<\/ul>\n

        4. Risk Management & Project Legal Documentation<\/strong><\/span><\/h3>\n
          \n
        • Develop and maintain the Risk Register; proactively identify legal risks (Decree 73\/2019\/ND-CP, E-Government\/Digital Government Architecture Framework), technical risks, and schedule risks; propose timely response measures.<\/li>\n
        • Coordinate with the Legal Department to draft and review contracts, contract appendices, acceptance minutes, and settlement\/payment documents in accordance with regulations on public investment.<\/li>\n
        • Ensure that all project documentation (design, implementation, acceptance) is fully archived and properly maintained in accordance with regulations for inspection and audit purposes.<\/li>\n<\/ul>\n

          5. Bidding Support & Solution Defense<\/strong><\/span><\/h3>\n
            \n
          • Coordinate with the Solutions Architect to develop the Implementation Plan, handover, training, and operations plans in the Technical Proposal (HSDT).<\/li>\n
          • Develop the Project Management, Project Staffing (member CVs, role assignments), and overall schedule sections in the bidding proposal.<\/li>\n
          • Participate in defending the project management approach before the Client’s Evaluation Committee; explain the organizational capabilities and practical experience of the project team.<\/li>\n<\/ul>\n

            Job Requirements:<\/span><\/h2>\n

            Education:<\/strong><\/span><\/h3>\n
              \n
            • Bachelor’s degree or higher in Information Technology, Computer Science, Information Systems, Business Administration, Electronics & Telecommunications Engineering, or related fields.<\/li>\n<\/ul>\n

              Professional Certifications (must hold one of the following certifications):<\/strong><\/span><\/h3>\n
                \n
              • PMP (Project Management Professional \u2013 PMI) or PRINCE2 Practitioner.<\/li>\n
              • PMI-ACP (Agile Certified Practitioner), PSM I\/II (Professional Scrum Master), or SAFe Agilist \u2013 for project management using Agile\/Hybrid methodologies.<\/li>\n
              • ITIL Foundation (IT service management), AWS\/Azure Fundamentals (Cloud fundamentals), or TOGAF Foundation (understanding of enterprise architecture to coordinate effectively with the Solutions Architect).<\/li>\n<\/ul>\n

                Work Experience:<\/strong><\/span><\/h3>\n
                  \n
                • Minimum 5\u20138 years of experience in managing large-scale IT projects, including at least 2 years in a Project Manager or Deputy PM position with primary responsibility.<\/li>\n
                • Government-sector experience is an advantage: knowledge of approval and appraisal processes under Decree 73\/2019\/ND-CP and regulations on public investment project management.<\/li>\n
                • Ecosystem & integration experience: experience managing complex system integration projects (ERP, LGSP, NDXP, CRM, Fintech Platform); experience coordinating multiple teams (Product \u2013 Dev \u2013 Infra \u2013 QA \u2013 Operations).<\/li>\n
                • Agile\/Hybrid experience: practical experience applying Scrum, Kanban, or Hybrid PM (combining Waterfall for legal processes and Agile for software development) in real-world project environments.<\/li>\n
                • Proficiency in tools: MS Project, Jira, Confluence, SmartSheet, or equivalent PM tools.<\/li>\n<\/ul>\n

                  Foundational Technical Knowledge (sufficient to coordinate with the Solutions Architect):<\/strong><\/span><\/h3>\n
                    \n
                  • Basic understanding of Microservices, API Gateway, Hybrid Cloud, and Data Platform architectures \u2013 sufficient to understand technical documentation, ask the right questions, and control technical deliverables.<\/li>\n
                  • Basic understanding of Information Security (ISO 27001, Decree 85\/2016\/ND-CP) to coordinate with the Information Security team within the project.<\/li>\n<\/ul>\n
